Obviously you track the doings of Walters (home, wife, etc. bordering on unnatural obsession) more than you do the stock price. There have been many, many days where the bid and ask were less than 1 cent apart and the orders did not get filled. So unlike you, I will answer the question and say that based on history there would be times when the order would be filled and times when it would not. Over the last few days the stock as been trading at the ask, so I would guess that if you came in at 1 cent below the ask you would not get filled, because much of the time the stock trades at the ask and not below it.
