Not if it's fluff. I suspect they want the PR to have meat.

A PR with an engineering update would be adequate and sufficient - why do they have to wait till the project is completed.

They don't, but if the engineering firm is spinning their wheels with testing that produces insufficient results, it will take additional time to produce a viable prototype.
