Roath is 67 or 68, maybe he is just trying to wind it down and retire to the Maryland countryside. The capital gains tax cut expires Dec 31, doesn't it? So that is an incentive for these guys to sell this year.

He was one of Harry's guys and maybe he is unwilling to make the committment that Clontz demands. Roath was a millionaire already before this sale. He will probably step down before he comes up for re-election anyway.
