The SEC has limited authority regarding suspension; that is 10-days. After the 10-days they must lift the suspension. It would take a special order to extend the suspension beyond the legal limits.

That being said, after the suspension, a market maker must re-file a 15c-211 as the prior one on file is terminated with the suspension. Until that filing is made and approved by FINRA this will trade on the Grey Markets where electronic bids/offers is prohibited.
