Two PRs in two days and the stock is flat from all of the dumping. This can't look encouraging to anyone.

All the dumping that is happening here is by MMs who don't have real stock to sell! And no, it doesn't look encouraging to anyone. That is what it's supposed to be looking like! Amazing that if EIGH were given a fair and orderly market as the good laws of this country mandate, this would be much higher given the fact the company is buying back shares!

Someone was selling into yesterday's PR fairly aggressively and it appeared to be coming from an offshore account.

Oh please, this is as speculative a statement as one can make. The only selling that was done yesterday was by MMs selling shares they don't have to sell. Go back and watch the level 2 capture post. Look at what happens when the news hit. Massive buying, and the MMs shorted the crap out of this to keep it from getting away from them yet again.
