along the lines of our government's stupid energy policies: i found out recently that the US leased some tracts for exploration off of the east coast many years ago. Congress subsequently banned drilling off of the east coast but conveniently failed to return any of the lease payments even though the lease terms had not expired. Seems more like something i'd expect from Hugo Chavez.
