Hmmmm. In this letter here, they say it applies to all stocks quoted unsolicited:

Pink Sheets is now extending the information disclosure policy to all securities quoted in the Pink Sheets on an unsolicited basis.

Guess we'll have to see what they actually do. Doesn't make sense to require only new issues do this and exempt those which don't have current filings.
