I hate to clue you in but there are better ways than a payroll tax holiday. The stimulus reduced payroll taxes and much of that reduction ended up in savings accounts. A far better way is to increase the unemployment benefits for certain individuals where Family income is less than 50K.

Another important stimulus is in infrastructure improvements as people don't go out an purchase highways with their tax savings. I could not support a payroll tax holiday but potential a further reduction for certain taxpayers and on the very low scale.
