Sandoz appears to be selling to Medco Health Solutioins, "the country's largest pharmacy benefit manager, with approximately 60 million patients under management." See page 3 of the intervenor memorandum. I say "appears" as page 3 of the memo recites that Medco has submitted a declaration in opposition to Sanofi's motion, stating that it believes entry of the generic into the market is in the public interest. There is no literal statement that Medco is buying the generic but it is hard to believe they would submit the declaration if they were not.
