If the radicals had their hands on the fabled lost nukes of former soviet union, do you think they would have avoided using them by now? The only way to delay nuclear terrorism is by slowing down nuclear proliferation through forceful action.

Saddam was an agent of the US government back in the early to mid-80's. However, since the late 80's, especially in the aftermath of the last Gulf War, he has proven himself unable to play a constructive role in Pax Americana. The Gulf War of 1991, and subsequent magananimous gesture to leave him in power should have given him enough inducement to toe the line and be a productive member in the global economic prosperity, but he has proved himself intrasigent both in the attempt to assassinate the former US President, and the continued pursuit of nuclear weapons, which was the cause of the the last Gulf War to begin with.
