You might want to look into TDameritrade. I have not had any issues buying shares online and they are offering some good cash incentives if you move your accounts to them. I moved both my accounts from Scottrade to them back when Scottrade was restricting WAVX purchases online (May of this Year).

They also give you margin on any stock above $2 --- I haven't used it but it is there to allow me to get some more shares in the event the right news comes out.
