Hell no. Patty is a super-slimeball. But I've always found it very strange that nobody shut him down, despite all the complaints. This was, after all, an extraordinarily blatant scam.

I proposed long ago that perhaps they wouldn't touch him because he was an informer. Sounds ridiculous, but it's the only explanation I can think of.

Sure, he probably IS dead, but for the probation office to say they couldn't afford a $5 death certificate is kinda fishy.
