Shorting is one thing... very crucial part of the trading game. Without it stocks would run wild and crash hard... but naked shorting is a completely different game. NOBODY could possibly have as many shares as are being shorted. There just aren't that many available in any one location. It would be impossible! So that means it is a naked short. And that's where it becomes a little more interesting.
