exactly so on paper we are the obvious solution, what we can't factor in is the advantage a Costner phas because of media and relations status. Its a great feel good spin to take the focus off the disaster at hand. It just gives them an extra leg up in getting their equipment in use so quickly. I believe this is an amazing opportunity and David is no dummy when it comes to negotiating, he just needs to get the right people listening.
This should happen fast if its going to happen at all because they cannot afford to waste precious time with clean up.
