Costner's solution only takes out 97% to 99% of the oil. That leaves 30,000 to 10,000 parts per million (ppm). Coast Guard requires 15 ppm. Genoil can do 2.5 PPM. Costner's solution at 97% is 2000 times above the allowable limit. A better solution is to capture the oily water and load it into takers to process on shore in the units Genoil is targeting for the ports.
