I know how stock is freed up. How do you know a Letter of Opinion has not been received?

HIS STOCK IS RESTRICTED FOR TWO YEARS BECAUSE THIS IS A NON REPORTING COMPANY. OTHERWISE A LETTER OF OPINION IS REQUIRED TO TECHNICALLY FREE SHARES UP. SO WE HAVE ANOTHER YEAR AND A HALF BEFORE ANY OF THAT STOCK IS FREE IN MY OPINION

Where can I find the filing(or any document, PR, etc.) that states his stock is restricted for two years?

Where would I look daily to see if a Letter of Opinion was obtained?
