It appears that the connection doesn't mean that it is working, and in fact, oil IS still leaking into the ocean. Also, it is a fact that if it is working properly that it is not designed to capture all the oil and they know it won't.
We could be months away from a 100% reduction in oil spilling. 80-90% reduction isn't even enough if the new estimates by scientists are correct.
