Look at it this way:
If a competitor claims efficiency of a tankless water heater is 100% but that you feel the warmth coming from the unit when you touch the outside of the unit with your hand, that would mean it is less than 100% efficient even though they claim it is.
The meaning of what we said is: it saves 20 to 25 percent energy consumption to have the same output as the leading competitor. Therefore 20 to 25 % more efficient energy consumption and less cost associated with the use to heat water.
