Take it up with the folks who closed down sports fishing. Baiting with minnows is obviously not for commercial fishing. Why can't they leave the catch-and-release tourist/sports fishing in place, so our 84yr old can keep making his living as before? On the other hand, making gasoline more expensive would certainly make his life more difficult.
