Australian Rescource Tax. He does not have a majority in the senate. There is fierce resistance from the mining industry and from the mining states. Some minorities hold balance in the senate. He tried to go to the climate change conference with a cap and trade tax already in place, but it didnt make it through the senate. I would say his best shot is 50/50. He has a better chance of negotiating something lower. He must face the electorate this year, so he may be looking for an election trigger where he can look like a hero to the average punter.
If the senate blocks legislation he can use it to trigger a double dissolusion, which is both houses going to the electroate. He threatened a DD over the cap and trade, but must have thought better of it. JMHO.
