Olddog has already answered your question. This was an actual sale by Rip in which he actually received over $1.5 million. I agree with your assessment about the negative signal being given to the investment community by all the ongoing insider selling at IDCC.

We are still a small-cap company with lingering risks as to our true revenue-generating abilities. When IDCC becomes a well established large-cap company, with predictable and sustainable earnings, then I don't think the insider selling will be viewed as negatively in the investment community as it is now. I am still looking forward to that day.
