You may be entirely correct regarding your comments about HRCT'S lawyer at the time of the infractions..BUT...I do remember the day the news broke and Dr. Phan's comments at the time....He intimated that he had recourse against his lawyers ,suggesting of course , that he conferred with them and the transactions were approved...Now , what's interesting here is that DR. Phan was , I believe, named as an individual as well , of course , as representing the company making HRCT liable as well as himself personally....
Now , it's this personal culpability that may well stand in the way of an immediate closure...Right now, I would guess everyone is playing musical chairs...Once everyone is seated , it will end...
