I don't believe this is manipulation.

Another program of the highest integrity is doing something similar.
Having tried to reach everyone by their emails, too many didn't get delivered. So they are now requiring everyone to set up a Gmail account and send their info by that email.

Indeed it takes time to handle the data, which has to be matched with previous records.
