Yes, a CUSIP count takes place when an up-listing occurs ... so, all naked shorts will be forced to cover.

Still not 100% sure how this affects regular shorts, but i'd imagine it'd cause them pain as well because if the NSS have to cover, it's gonna create a small squeeze, so why not just cover all shorts?
