Penny Stock Scammers like anthony welch often use/abuse Cautionary Notices, Disclaimer Notes & Safe-Harbor as a License To Steal.

Anybody who is inferring ANYTHING from welch's VAGUE and UNVERIFIABLE ENCS pr's is just plain foolish.
