Yes he is, and it's probably a good thing the site is gone, well sort of gone it's still cached.... their one and only paid promo that I found, didn't work out so well although OTC Analyst Group were paid cash, so I guess it worked out all right for them.

On October 10, 2000, HCI and Aztek announced the successful completion of their pilot project for the U.S. State Department, Consular Services branch.
