Dell looks for niche in electronic medical records

Dell Inc. has formed a partnership with the American Medical Association to supply computer hardware and support to medical practices using the group's new electronic medical records platform, according to reports Monday.

The move is the latest in the Round Rock-based computer maker's efforts to diversify. Dell already provides computers, servers and storage hardware to hospitals and medical groups, and about half of the recently purchased Perot Systems Corp.'s business is from the health care industry, according to the Associated Press.

The service is being rolled out in Michigan initially and will be offered nationally by the end of the year. ((The AMA product also includes e-prescribing and laboratory services.))

Doctor's groups are faced with meeting national deadlines to transfer patient medical records to digital format and AMA is one of many providing the service. Additionally, the American Recovery and Reinvestment Act includes about $17 billion for hospitals and health care groups that adopt electronic medical records, beginning next year.

The Dell deal was announced during the first day of the annual health care technology conference hosted by the Healthcare Information and Management Systems Society.

Dell Is Impelled to Expand in China Deeply

Dell (China) Co., Ltd. is set to expand its quality retail stores to China's fourth- to sixth-tier cities from first-tier and second-tier cities, disclosed Michael Tatelman, vice president of consumer sales and marketing at Dell Inc., the US computer giant.

The Dell move is impelled by its rivals including Acer Inc. and Hewlett-Packard Development Company, which have announced their expansion blueprints in China's small cities and thousands of counties and towns.

China is roughly estimated to have a rural population of 720 million presently, excluding those having left rural areas and lived in cities or towns for above six months, said Han Jun, director of the Research Department of Rural Economy under the Development Research Center of the State Council of China, the nation's cabinet. This group ranges from 170 million to 180 million people.

In the first quarter of 2010, Dell pointed out, the chief focus is to expand in China's fifth- and sixth-tier cities.

By comparison, China Hewllett-Packard Co., Ltd. unveiled in January that its marketing network would be extended to at least 10,000 towns across China from 2,000 currently. The number of its stores would rocket to 8,000 in fourth- to sixth-tier cities from 1,500 now.

CHICAGO – One of the nation’s largest electronic health record vendors is teaming up with a major healthcare distributor in an effort to convince solo and small-practice physicians to adopt healthcare IT.

Thursday’s deal between Allscripts-Misys Healthcare Solutions and Cardinal Health is the latest and largest forged by Chicago-based Allscripts to create a distribution network for its MyWay EHR. The partnership allows Cardinal Health, based in Dublin, Ohio, to add Allscripts MyWay to its portfolio of products and services

“We’re partnering with people who have already built a trusted relationship with physicians in their local markets,” said Tullman. “They have an understanding of how each practice works and what technology they’ll need.”

To help independent medical practitioners provide more timely care, reduce medical errors, eliminate paperwork and contain costs, Sam’s Club, eClinicalWorks® and Dell announced today details of its turnkey electronic medical record (EMR) and practice management package ideal for small physician practices. This first-of-its-kind partnership and package eliminates the traditional barriers to entry including cost and complexity and will help to increase adoption rates and improve overall patient care.

“We have thousands of members in the medical field today that buy products and services at Sam’s Club to help them run their businesses and they tell us that cost is a significant barrier to adopting EMR’s,” said Charles Redfield, senior vice president at Sam’s Club. “Over the past year of our partnership, we developed a solution that is easy to use, affordable and will help them do a better job of taking care of their patients’ needs.”

EMRs have the potential to reduce health care costs while improving the quality of care delivered according to health care experts. Unfortunately, adoption rates among physicians in the U.S. have remained low. A June 2008 survey published in the New England Journal of Medicine revealed only four percent of U.S. physicians providing direct patient care said they had a full EMR system, and only 13 percent said they had even a basic system.

The EMR package is available now in Virginia, Illinois and Georgia as part of a phased implementation. It is anticipated the package will be available to physicians nationwide this year.

Through the American Recovery and Reinvestment Act of 2009, the Centers for Medicare and Medicaid Services will pay physicians $44,000 to $64,000 over five years, beginning in 2011, for deploying and ‘meaningful use’ of certified EMRs. This is expected to drive up to 90 percent of U.S. physicians to EMRs in the next decade, according to a Congressional Budget Office review.

The comprehensive package, which includes EMR and practice management (PM) software and hardware, is available for a small practice of one to three providers. For a three provider practice, it will cost less than $25,000 for the first provider and up to $10,000 for each additional provider. This is a fraction of the cost of traditional programs making it more affordable for small independent healthcare practices.

Wal-Mart Stores Inc. is planning to sell computer systems for keeping electronic medical records to small doctor groups who have shied away from the programs because of their high cost. Along with”computer maker Dell Inc. and closely held software maker eClinicalWorks, Wal-Mart will offer a lower-priced medical records system, plus installation and maintenance, through its Sam’s Club membership warehouses. Physicians would direct their follow-up questions about the system to Sam’s Club, which would then be routed to the appropriate person at Dell or eClinicalWorks. The system will be made available at the clubs in the spring for $25,000 for the first installed system, and $10,000 for each additional system, plus $4,000 to $5,000 a year in maintenance costs. Currently, fewer than 20% of US physicians use electronic medical records, and many complain about the upfront costs for small practices, but, Wal-Mart believes it could shave somewhere between 30 to 50% off the cost, currently estimated at $124,000 for a

single doctor to upgrade to electronic health records over 5 years. Instead, the cost would be closer to $44,000, the maximum in incentive payments available to single-practice physicians, using Wal-Mart’s system.

Wal-Mart and SAM’S CLUB pharmacies are fully equipped to fill prescriptions for customers and members enrolled in the new Medicare Part D prescription drug plan, including “dual eligibles.”

“We are working closely with the Centers for Medicare and Medicaid Services (CMS) to ensure that people eligible for both Medicare and Medicaid – or ‘dual eligible’ beneficiaries – will receive their needed medications at all of our Wal-Mart and SAM’S CLUB pharmacies,” said pharmacist Kevin James, National Accounts Manager, Pharmacy. “Our pharmacies can work with most prescription plans, so if our customers or members have more than one card, we can process them all. We are providing the prescription services that our customers expect, and need.”

All Wal-Mart and SAM’S CLUB pharmacists are trained to be a reliable resource of information about the new Medicare plan and to make filling prescriptions a fast and easy process for beneficiaries. Each pharmacy also has a dedicated technician who handles any issues related to the Part D Benefit. This frees up pharmacists to spend more time with customers and members to answer their questions about prescriptions or the plan itself.
