IQD Budget set at $2.65 per dinar?

Something is Strange about the 2010 Budget!

I have finally been blessed with an English translation of a portion of the 2010 Iraqi budget and I’d like you all to look at it with me. Here is the link:

First: Expenditures: The sum of $ (84657467556) thousand dinars Eighty-four thousand six hundred and fifty-seven billion, four hundred and sixty-seven million five hundred and fifty-six thousand dinars) for expenditures for the fiscal year / 2010 distributed according to (the field / 3 – Total expenses) of the (Table / B – expenditure by ministries) attached to this law. the amount of (23676772604) thousand dinars (twenty-three thousand six hundred and seventy-six billion seven hundred and seventy-two million six hundred and four thousand dinars) for the expenses of the investment projects distributed according to (the field / 2 –twenty-three thousand six hundred and seventy-six billion seven hundred and seventy-two million six hundred and four thousand dinars) for the expenses of the investment projects distributed according to (the field / 2 — the expenses of the investment projects) of the (Table / B – expenditure by ministries) attached to this law. the amount of amount (60980694952) thousand dinars (sixty thousand nine hundred and eighty billion, six hundred and ninety-four million nine hundred and fifty-two thousand Bahraini Dinars) distributed according to (field / 1 – operating expenses) of the (Table / B – expenditure by ministries) attached to this law. II: Disability: The total planned deficit for the federal public budget for the financial year / 2010 (22922155056) thousand dinars (Twenty-two thousand nine hundred and twenty-two billion one hundred and fifty-five million and fifty-six thousand Bahraini Dinars ) covers the shortfall of cash retained from the Federal budget for the year / 2009 and internal borrowing and externally. authorizes the Federal Minister of Finance the power to borrow from the IMF up to (4.5) billion dollars (four billion five hundred million dollars) and up to the World Bank (2) billion dollars (two billion US dollars) in 2010, with SDR of up to SDR (1.8) billion dollars (one billion eight hundred million dollars) to cover the projected shortfall in the budget of the federal public in addition to domestic borrowing by the treasury transfers.

What is this telling us?

First we see that the overall budget is 84,657,467,556 dinars, which is consistent with what we were told before, namely that the budget was about $67 billion.

However, look at the next to red sections. I will summarize them here:

60,980,694,952 dinars for the ministries

22,922,155,056 dinars for the deficit

But wait, these two number are enumerated in Bahraini Dinars, not Iraqi Dinars!

And the Bahraini Dinar is currently trading at $2.65 per dinar.

So it appears that the Iraqi budget is based on a dinar worth $2.65 and not $.00086.


Do you all see this? Do you all see what this means?

It seems that in an attempt to hide the truth from the rest of the world that the Iraqi budget was quietly posted in Bahraini Dinars instead of Iraqi Dinars and that the total budget, IN TERMS of DOLLARS, is ENORMOUS!

What does this mean? It means that the budget is based on an IQD worth $2.65 and that the RV will occur BEFORE 3/1 when the budget takes affect. Furthermore, in my opinion, the RV will occur at $2.65 in order for the budget to have any credibility at all.
