Yes sir I do understand the difference. I was simply stating that there is a need for legal shorting in the industry. Also, I agree that NSS is a dirty practice maliciously abused by MM's, and it's enforcement by the SEC is certainly lack luster. Who knows some day it may end, but I wouldn't hold my breath.
