I checked their website for qualification requirements and it states you have to have a $100,000 account bal.
"How do I qualify for TD AMERITRADE Apex™?
To qualify for Apex, simply average five trades per month over a three-month period or maintain an account value of $100,000. Qualification is reviewed every three months. "

Don't get me wrong, I'd love to have the extra stuff and will call...but it doesn't loook like I qualify.
