Not sure what help the govt. can offer fisherman Pantera other than to possibly F it up more than it is. It may appear as though fishing techniques are antiquated but the electronics are so sophisticated nowadays that over harvesting can decimate runs/groundfish etc. in a heartbeat. However the govt. did one thing that has certainly helped save some lives by giving different fishers yearly IFQ's so they don't have to fish during the most treacherous waters during limited openings. If techniques become any more sophisticated and efficient there just might not be any seafood for your young daughter to eat.....IMHO, of course.
