j, I strongly believe that the free markets are the best allocators of capital. Using taxation as a tool for the government to decide what sector should have access to capital brings distortion to capital allocation Remember the Real estate tax loopholes, in the "Pre Reagan era? They created the FDIC problem, not so much by their presence, but due to the catastrophic mistake of changing the rules (at risk...) rapidly and on a dime, and in that case retroactively. The market did not have time to adjust, and investors walked away from those properties leaving the saving and loans lenders holding the bag.
