In reality, you don't. Any sane judge would order the plaintiffs to turn it into a class action or forget about it.

And I'm quite sure that thousands of "doctors' notes" would be rewarded with heavy sanctions.

Wasting the legal system's time is not a constitutional right. And aren't you Canadian, anyway?
