That certainly sounds like Nietzsche - in his depressing way. I prefer Kant any day - rationalisation beats annihilation in my book. I think a lot of the bad aspects of Natonalism came from Nietzsche, and were beefed up quite a bit by Darwin. The last thing that power-hungry meglomaniacs need is justification for their acts.
But I digress on a Saturday.
