The thing the small buybacks tell me is that they believe themselves undervalued. If they didn't think their own stock was a STEAL they'd definitely find other places to spend the capital or keep it in reserve.

Here's a question though: Once they buy back, would reselling it qualify as dilution? If they're investing in themselves and taking capital permanently off the table, that speaks volumes.
