Wave's tools are available for purchase so Atmel doesn't have to do anything unless they think it improves the marketability of their product. You are correct that in the absence of something more concrete, it could occur at the OEM level. As for what Wave says, there are plusses and minuses and their public perpsective might be tied to the hand they are playing.
