Risicare, that statement is a wee bit naive. The process moves as quickly or as slowly as the bureaucracy wants; if you believe the system doesn't protect its own interests, you're mistaken.
The system can be twisted to obtain any desired result.

If FINRA decided today it was in their best interest to get a 211 out it would be done very quickly.

The system doesn't represent 'fairness' or 'justice'. It represents interests.
