Does anyone know the precise circumstances under which a stock resumes trading after a Bulletin Board halt as a pink sheet vs. when it "resumes trading" on the gray market?

Obviously 15c-211 governs whether it resumes on the Bulletin Board. This is a pink sheet vs. gray market question.
