Will, I don't think we are on the same page. I believe that Urbie had been contacted by the SEC in regards to questions and irregularities. He suddenly realized that he was in trouble way over his head and quickly hired an attorney with a background in securities issues. He then released the PR where he said that Roger was hired to deal with the company's "problems". When he said "company's problems", I don't think it meant to "help file paperwork for listing".
Gradually Roger's role turned into simply "helping the company become fully reporting in order to increase shareholder value".
