You're not starting out on the right foot in my opinion when you answer the question about dilution by saying "4. No, heck no (that's not how I operate)", given the O/S count has already tripled since the reverse split (12B/5,000 = 24M). If you don't consider tripling the O/S as significant dilution, we're all still screwed.

no offense to you, and I certainly hope you do get this thing moving in the right direction, but words are words, and actions are actions. You can SAY you don't intend to dilute, but you've already done so, so why should we believe you?
