It's time to buy. Stocks have generally been moving inversely with the dollar and I believe the dollar has topped short term.

Dollar topped on 10/2, the day CHIO bottomed. Then the dollar bottomed right around the time CHIO topped recently. Today the dollar had a strong reaction off its highs and is short-term overbought. It's time to buy CHIO.
