Well lets see, isn't the fdic part of the executive branch of government. And wasn't the judiciary who determined the executive was in 2000? Better get your answer from Al Gore on that one. Or better yet read Marbury vs. Madison, when the judiciary empowered itself what in 1800 and stuck it to congress.
