Let's say someone is selling 2 million shares at .0057 and someone buys 1 million of those share, well the ask is still at .0057 because you haven't removed that seller.

At the same time the bid shows .0052, so someone could sell 5000 shares at .0052 and the pps is now .0052 even though the buys outweighed the sells significantly.
