Dear Client:
Thank you for your reply.
Scottrade cannot comment on the policies or procedures other brokerage houses have set in place. The trading restriction for this security is a Scottrade corporate decision that has been put in place due to the global lock that has been placed on this security by the DTC. The DTC is a member of the U.S. Federal Reserve System and is a registered clearing agency with the Securities and Exchange Commission (SEC). DTC cannot restrict public trading in any stock and therefore they do not decide whether or not to trade this stock, but they can restrict stocks from receiving their settlement services. Although there may be other clearing agencies, we base our decision not to trade this security on the DTC's decision to place a global lock on it. Once again, please keep in mind that this is Scottrade's decision, not DTC's.
Scottrade will not allow trading on this security until the global lock has been removed by the DTC and we determine that trading can be permitted in our client's accounts.
Please let us know if we may be of further assistance.
Sincerely, Andrew Carlie National Service Center Scottrade Inc.
