I work with contracts that require "minority" involvement...your so right! Most, just shuffle paperwork, skim their profit and sub the rest or just return the info back to the main, or knowledgeable parties. Its really an added "tax" to the owner (since these are usually state contracts...that would mean the fleecing of taxpayers) clothed in the righteousness of "fairness", whatever that is.

Its all bull$hit...e/m
