all right darrell at scottrade said the Depository Trust Company (DTC) had halted trading. so i called DTC and talked with larry in customer service(meant for when traders or brokers call in) and he said it was not frozen.

so i'm now back to square one.

but i'm pretty sure that twenty-five percent thing is not correct because scottrade does not, and as far as i know is not required hold a reserve because they use DTC for settlement.
