Desert Dweller: Wrong! "Pursuant to the dispute resolution provisions of the patent license agreement, Nokia's request for arbitration was filed in the International Court of Arbitration of the International Chamber of Commerce (ICC)."

The only requirement was that it be held in the U.S. It happens to be New York. The rules for the ICC are not based upon New York or NY Law!
