It's a foregone conclusion that many countries (whose laws aren't nearly as stringent as ours) can produce fossil fuel alternatives, such as diesel and ethanol, quickly and fairly cheaply. Additionally, the infrastructure (and the lack of numerous laws governing pollution, etc) in Brazil allows for the production of ethanol at a cost savings to the consumer---hence why FUEL there is so cheap!
