If you did sell off shares to gain some cash back and reduced Portfolio Control to get back to a tradable range, it would mean probably selling at a loss to restart and continuing to sell old inventory at a loss for a long time.

This strikes me as "activity for activity's sake" and not necessarily good for the portfolio. Maybe the question to ask is, "Is this the best opportunity for my money to work for me with AIM?" If after tinkering with PC, it is still the best opportunity for your money to grow, then restarting the account may be the option you want.
