As you would say, that is a fair assessment. The only problem I have is if pre-emption is chosen, make sure it is the right target. I cannot agree that attacking Iraq has made matters better or the USA safer, if anything the region is more unstable and the likelyhood of another attack on US soil has gone up, not down... Only time will tell.
